Isaiah 11:2. “And the Spirit of the Lord shall rest upon Him, the Spirit of wisdom and understanding, the Spirit of counsel and might, the Spirit of knowledge and of the fear of the Lord:”
This verse is a continuation of v. 1, which tells us that Messiah will come. This verse tells us what He will have from the Father, seven anointings that God will give Him.
His wisdom will be so far beyond that of man that there will be no one who can face Him down.
His understanding delves into the heart and mind of every individual. He will always know how to deal with every situation.
He will have unarguable counsel. He will never misunderstand, and every word that comes out of His mouth will be wise.
Ruah YHWH simply means the Spirit of Jehovah. It is His Spirit that endows Messiah.
No one will be more mighty than Messiah. No nation, no group of nations, not the entire population of the world, if it were to gather against Him, would have any chance against His power.
His knowledge will be so vast that it will be beyond the understanding of mankind.
His final anointing is a reverential awe and respect for the Father. No one will be making jokes about God, or declaring that God is dead.

Is there any connection between Isa 11:2 and John 1:32-33 (when the Spirit rested on Jesus at his water baptism)? Seems to me that should have been a significant sign to the studied Jews of that period of time. They were so dull of heart that they did not recognize Jesus for Who He was.

I would think that any time the Spirit manifests itself, there is a connection to other places in scripture. I went back and looked at Is. 9, where He is called Wonderful, Counsellor, Might God, Everlasting Father, Prince of Peace. Definitely a connection there. And if you go to Gal. 5, you’ll see some similarities in the anointing of Messiah and the gifts of the Spirit.
And you are right–hard hearts blinded the religious leaders of the day, just as they do today.
